The first chapter focuses on implementation and execution of both Acts. The evaluation illustrates that both Acts stimulate the cooperation between different partners in the chain. Moreover, they promote more precise documentation of the objectives and motivation for compulsory healthcare in individual cases. Various less positive effects were mentioned as well, such as the difficulty to switch between the different regimes of the two Acts, the increased regulatory pressure, and the observed knowlegde gaps due to complicated legislation.
